If you can complete hell, you can also have all of these items without trading by the time you start doing hell cows and Plague javazon gains no benefit to its main damage from anything but +skills. Plague javazon for example is super easy to get +10 skills or more when you reach hell cows: +3 gloves from anya (takes around 10 minutes to get a +3 with nothing else), +3 javelin from crafting caster amazon javelins (which has +1-2 jav skill as automod and can roll +1-2 amazon skill), +2 from chest with Peace runeword which is about as difficult to get as lore, +1 from Lore (but can now be +1-3 jav skill from circlets), +1 from any shield with skill (splendor runeword if none are found), +1 from rare amulet (but can now be +1-3 jav skill from magic amulets as from season 3). When you as a tester test all of this you want to have a fair playing field but anyone who actually mains a character should have a plan on what their base gear when they reach hell will be. A big problem with doing huge tier lists like this is that some builds are tested unfairly because basing everything around skill level 25 is not reasonable.
